CATTLE PLAGUE
COUNTY OF SOUTHAMPTON
NOTICE is hereby given,—That at an Adjournment of the General Quarter Sessions of the Peace of our Sovereign Lady the Queen, holden at the Grand Jury Chamber, in Winchester, in and for the said County of Southampton, on Monday, the Eighth day of January, in the Twenty-ninth year of the reign of our Sovereign Lady Victoria, by the Grace of God of the United Kingdom of Great Britain and Ireland, Queen, Defender of the Faith, and in the Year of our Lord 1866, before the Right Hon. Charles Viscount Eversley, chairman, the Lord Henry Cholmondeley, Sir Wm. Heathcote, Bart., and others their Fellows, Justices of our Lady the Queen, assigned to keep the Peace of our said Lady the Queen, in the County aforesaid, and also to hear and determine divers felonies, trespasses, and other misdeeds, committed in the same County:—The Justices then and there assembled, in pursuance of the powers vested in them by the Orders of the Lords of the Council of the 23rd day of Nov. and the 16th day of Dec., 1865, did order and declare, and it is hereby declared, as follows:—
- — That all appointments made and notices given before the 15th day of January instant, by any person or persons acting as a local authority within the jurisdiction of this Court, under the Orders of the Lords of the Council of the 23rd of November last, or any previous Order, be revoked as from the 15th day of January inst.
- — That the Chief Constable be appointed Chief Inspector for the purpose of carrying into effect the rules and regulations made by the Order of the Lords of the Council of the 23rd November last, and the notices given by the Court within their jurisdiction; the Superintendents and Sergeants under his command be appointed Inspectors for the respective Divisions to which they are, for the time being, attached. That the following persons be appointed Inspectors for the respective Divisions of the County, namely:—
And that all Inspectors shall make such reports and returns to the Chief Inspector as he may from time to time require. ChristchurchRomsey Mr. Maynard Romsey Southampton Mr. Barford Southampton Winchester Mr. Redford Winchester Isle of Wight Mr. Wheeler Rookley, I. of W. - — That it is expedient to prevent, until the 1st of March next, the removal of any Cow, Heifer, Bull, Bullock, Ox, or Calf, to any Market or Fair, or to any place whatever within the jurisdiction of this Court, for the purpose of Exhibition or Sale; and notice is hereby given, that it wiil not be lawful, after the 15th day of January inst. until the 1st of March next, for any person to bring or send any Cow, Heifer, Bull, bullock, Ox, or Calf into any Market or Fair, or to any place within the jurisdiction of this Court, for the purpose of Exhibition or Sale, or to receive, exhibit, buy, or sell any such animal so brought or sent: provided that nothing herein contained shall be held to prohibit any person from exhibiting or selling on his own land or premises any animal belonging to him, which has been on such land or premises for not less than 14 days previous to such sale.
- — That it is expedient to prevent until the 1st March next, any such animal as aforesaid being brought or sent from any part of Great Britain beyond the jurisdiction of this Court, into any place within the jurisdiction of the same; and notice is hereby given, that after the 15th day of January instant until the 1st of March next, no Cow, Heifer, Bull, Bullock, Ox, or Calf, shall be brought or sent from any part of Great Britain beyond the jurisdiction of this Court into any place within the jurisdiction of the same: provided that nothing herein contained shall make it unlawful for any person to send or carry any such animal as aforesaid by railway through such jurisdiction: and provided also that nothing herein contained shall make it unlawful for any person to bring or send, with the license of any two Justices acting in and for this County, any such animal from any land or premises in his own occupation, and beyond such jurisdiction to any other land or premises in his own occupation and within such jurisdiction: and provided further that nothing herein contained shall make it unlawful for any person to remove any such animal which was in the possession of such person at the date of such notice, and which shall be marked and licensed by an Inspector, from part to part of any contiguous land or premises situated partly within or partly without such jurisdiction.
- — That, if any such animal as aforesaid shall be brought by sea from any place out of Great Britain any place within the jurisdiction of this Court, it is expedient to prevent, during the period aforesaid, the removal. of such animal from the place of disembarkation to any other place, or from place to place, within the same jurisdiction; and notice is hereby given that, after the 15th day of January inst. until the first of March next, will not be lawful for any person to remove any Cow Heifer, Bull, Bullock, Ox, or Calf, which shall have been so brought by sea as aforesaid from any place within the jurisdiction of this Court to any other place within the same jurisdiction; provided that nothing herein contained shall make it unlawful for any person to send or carry any such animal, if brought by sea from any place out of Great Britain into the jurisdiction of this Court, by the most direct route, to the nearest convenient railway station, for the purpose of carrying it through or out of the same jurisdiction.
- — That it is expedient to prevent during the period aforesaid (but subject to the limitation hereafter mentioned) the removal of any such animal as aforesaid, from any farm within which the Cattle Plague shall exist or has broken out; and also to prevent the removal of any such animal as aforesaid, along a highway, or common, or unenclosed ground, within such farm, without the license of an Inspector; and notice is hereby given that, after the 15th day of January instant until the 1st of March next it will not be lawful for any person to remove any Cow, Heifer, Bull, Bullock, Ox, or Calf, from any farm within which the Cattle Plague shall exist or has broken out nor to remove any Cow, Heifer, Bull, Bullock, Ox, or Calf from one part of the farm to another part, along a highway, or common, or unenclosed ground, except with the license of an Inspector, such license to be produced to any Inspector or Police Constable on demand: provided that this prohibition shall in no case continue longer than six weeks from the date of the last disappearance of the Cattle Plague from such farm, which disappearance is to be certified the Chief Inspector by the Veterinary Inspector of the Division.
- — That it is expedient to prevent, for the period aforesaid, the removal of any such animal as aforesaid along any highway, or common, or unenclosed ground, within the jurisdiction of this Court, except between one hour before sun rise, and one hour after sun-set; and notice is hereby given that, after the 15th day of Jan. inst. until the 1st of March next, it will not be lawful for any person to remove any Cow, Heifer, Bull, Bullock, Ox, or Calf along any highway, or common, or unenclosed ground, within the jurisdiction of this Court, except between one hour before sun-rise and one hour after sun-set.
- — Every person offending against these Regulations will, for every such offence, be liable to forfeit any sum not exceeding £20, which the Justices, before whom he or she shall be convicted of such offence, may think fit to impose
